It isn’t just wealthy New Jersey suburbs that bitterly resist fair housing, keeping Jim Crow’s spirit alive in the New York region. There’s also Westchester County, which is bound by a 2009 consent decree to build 750 affordable homes while also studying and dismantling the structural barricades, like zoning regulations, that keep towns overwhelmingly white. The homes have slowly been going up, but the barriers have not all come down.
