From 'just cause' to zoning reform, these CT housing proposals move closer to becoming law

Following a marathon meeting Thursday lasting more than 12 hours, the Connecticut legislature's Housing Committee advanced several dozen bills on subjects ranging from tenant protections to zoning reform.

Many of the most significant proposals advanced largely along party lines, with Democrats supporting them and Republicans opposing them. Most now head to the broader legislature, which has until early June to pass them into law.

Zoning reform

Lawmakers also debated a zoning reform proposal known as "Towns Take the Lead," under which most Connecticut towns and cities would be required to set goals for a designated number of affordable housing units and adjust their zoning regulations to meet those targets.

The proposal generated significant testimony both for and against during a public hearing last month, with supporters endorsing a wide-reaching effort to increase affordable housing statewide and opponents saying the bill would amount to a "state takeover of zoning."

Erin Boggs, executive director of Open Communities Alliance, an advocacy group that introduced the "Towns Take the Lead" concept, testified last month that the proposal would lead to housing development at the scale Connecticut needs.
