There is nothing simple about the recently signed HB 8002, which takes a more ambitious approach to housing policy than Connecticut has seen in years, or maybe ever. It has an expansive time horizon, many moving parts, and all kinds of different options. It will be a long time before we understand its full implications.
We do know, however, what it’s not. It is not, and never has been, a state takeover of local zoning. It is not a mandate to turn all our towns into cities. It’s not a “socialist wishlist,” and it’s not going to lead to your local grocery store closing in favor of apartments. (If anything, it could mean your neighborhood gets the grocery store you’ve always wanted.)
